INOVAÇÃO SOCIAL, DIREITOS FUNDAMENTAIS E VULNERABILIDADE:
A CONTRIBUIÇÃO DAS INCUBADORAS UNIVERSITÁRIAS
Abstract
A vulnerabilidade social constitui um fenômeno complexo que afeta grupos expostos a desigualdades econômicas, culturais, raciais, territoriais e de gênero, repercutindo diretamente na efetividade dos direitos fundamentais no Brasil. A garantia do acesso à justiça, compreendido em sentido substantivo, revela-se essencial para superar barreiras históricas e assegurar condições materiais de exercício da cidadania. Nesse cenário, a inovação social surge como um campo estratégico para a formulação de respostas institucionais capazes de ampliar capacidades individuais e coletivas, especialmente por meio de arranjos colaborativos como a economia solidária e as tecnologias sociais. As incubadoras universitárias, ao integrarem extensão, pesquisa aplicada e desenvolvimento local, desempenham papel central na promoção de ambientes de aprendizagem, apoio técnico, formação empreendedora e fortalecimento comunitário, contribuindo para a redução de vulnerabilidades e para a realização dos objetivos constitucionais de justiça social. A metodologia utilizada amparou-se em pesquisa bibliográfica qualitativa, com base em referenciais teóricos e estudos recentes, que analisa como a inovação social impulsionada por incubadoras universitárias pode se consolidar como instrumento de efetivação dos direitos fundamentais e de promoção da inclusão socioeconômica.
